Lord St. Ledger declared that the finance of the measure was unsound, and the Government would not accept it. Landowners were not too poor to build cottages for laborers who were too poor to pay rent because they did not, receive a living wage. Agriculture could well afford a minimum wage. Lord Salisbury dropped the Bill.
