M. POINCARE ELECTED. RESULTS IN A DUEL. Fy Cable —Press Association —Copyright. Paris, .lanuarv 17. In the first Presidential ballot M. Poincare secured 281 votes and M. Pams 308. There was a great crowd, and the railways were strongly guarded. M. Dubost opened the congress, which commenced with Royalist demonstrations and noisy scenes. M. Clemenceau insulted M. Poincare, and the latter appointed M. Briand and M. Knotz his seconds to arrange a duel. M. Clemenceau beaded the movement o? the extreme Radicals against M. Poincare. M. Poincare was elected with 483 votes, M. Pams securing 2SG, and M. Valliant 69. ' A MISUNDERSTANDING. NEW PRESIDENT RECEIVES A GREAT OVATION. Received 10. 5.5 p.m. Paris, January IS. The Poincare-Clemenceau incident has • been settled. It was due to a misunderstanding. M. Poincare was accorded a tumultuous ovation when proceeding to the Elysee, where M. Fallieres, the retiring Piesident. welcomed him. 1 Two madmen were arrested. One was ' armed with a revolver, and the other tried to enter the Assembly, declaring he was a candidate for the Presidency. M. Pams was so certain of election that he resigned his portfolio.
