COMPLAINTS AT THE CAPE. By Cable—Press Association—Copyright. Capetown, January 10. The Chamber of Commerce has protested against the new agreement between shipowners and merchants, which is of the nature of a combine, and threatens the exclusion of the goods of shippers who do not sign the agreement. The Chamber suggests that the Government should notify the Union and Castle Lire that its entry into the combine would be a breach of the mail contract.
