Mr. Gubbins, chairman of the Peruvian Amazon Company, gave evidence before, the Commission of Inquiry into the Putumayo outrages that, lie had not heard of the atrocities until they were published in the newspapers. lb- did not think the directors, even Jules Arana, knew all that was going on. He considered that the directors were not responsible for the outrages. After the disclosures it was the Peruvian <iuvernment's duty to punish the criminals.
