In the House of Commons clause 13 of the Welsh Disestablishment Bill was passed under the guillotine, after the rejection of amendments intended to facilitate reconstitution after disestablishment.
Mr. M'Kenna emphasised that the Bill left the Church entire freedom to develop on its own lines.
