He has formulated a proposal in the most unfortunate way, ' virtually making reciprocal preference impossible, unless the colonies assume the right of dictating to Great Britain. XO ENCOURAGEMENT. London, December 26. The Daily Chronicle says that New Zealand press comments do not provide Mr. Bonar Law with any encouragement.
