PROSPECTS OP ARBITRATION. By Cable—Press Association—Copyright. New York, December 12. Mr. Knox's reply to Sir Edward Grey regarding the Panama Canal intimates that the building of the Canal settled by itself the very questions raised on Britain's behalf. Tf arbitration were allowed, it should be from American sources, and not through The Hague. Mr. Knox differs from Mr. Taft as to testing the tolls question in the "United States Courts. The State Department does not intend to present a reply for a considerable time, and, if Britain insists, it will have Mr. Knox likely to throw the whole question on' the Senate's shoulders. The Senate is known to lie certain to reject arbitration on anv tonus. only 27 members favoring it.
