THE LABOR QUESTION. By Cable—Press Association—Copyright. Received 13, 9.50 p.m. Melbourne, December 13. The Papuan report states that the only difficulty in the way of development of the territory is the scarcity of labor, though the extension of Government influence is continually increasing the area open for recruiting. In some districts the natives become so used to the white man's luxuries that they regard labor for Europeans as a normal feature of existence. The supply of labor, however, is insufficient, and a form of racial despair, possibly induced by civilisation, has grown up in the shape of apathy or indifference to the perpetuation of the race. The labor question is -further complicated by the communistic system, which is non-conducive to the material advancement of the natives.
