Lord Roberts is publishing a book strongly appealing- tc irne nation, and embracing his views, as set. out in his Manchester speech. ' In a letter, Lord Roberts draws attention to the events in the Balkans as a warning of what may happen to the Empire if it fails to improve its perilous position. The East Riding Territorial Association officially urges universal service. Mr. Acland, speaking at Rochdale, said that the Government was not responsible for the want of a good understanding with Germany, which had really arisen from such utterances as Lord Roberts' at Manchester. German jingoes would conclude from them that England. when sufficiently strong, would attack Germany.
Mr. Acland considered that the National Service League had done great harm to the Territorials.
