At the present time six different courts were in operation; still there was a much better feeling between the French and British than was the case a few years ago. The French seemed to he trying to enforce the law against ■breaches of the regulations and doing what they could to carry out the law. The islands, however, would never do any good, commercially or otherwise, until they were under one Government.
