THE LOAN QUESTION. By Cable—Press Association —Copyright. Pekin, November 10. China, has protested against the RussoMongolian Convention. Mr. M. A. Aglen, who succeeded Sir Robert Hart as Inspector-General of Customs, informed Yuan-Slii-Kai that ho would undertake to meet all the loan and Boxer indemnity payments from the maritime and native Customs. A revenue of 400,000 taels monthly is allotted from the salt gabelle to provide for unforeseen contingencies. The report that the Government has resumed negotiation with the Six Powers' Syndicate is not wholly justified.
