Herr Lichnowsky, in an interview, says that he believes the Anglo-German tension is slackening, and there is a possibility of agreement on all AngloGerman questions. Herr Hollweg's declaration that Britain must prove her friendship by deeds and not by words, implying that she must abstain from unfriendly ways, provoked Mr. 'Lloyd George's speech, rendering Herr Hollweg's position extremely difficult, and necessitating a reply.
