Mr. Borden believes in a single Imperial fleet, but the problem remains as to how the separate cabinets, are to maintain a single fleet. The best, step, lie says, is for a delegation of Ministers from each Dominion to form a Committee of Defence. The Dominion Governments would then have a safeguard against the intrusion of British party exigencies into question of Imperial concern.
