BRITISH MINERS . ' PROPOSED DRASTIC CHANGES. By Cable —Press Association—-Copyrigkt. London, October 5, The 'Miners' Congress, by 306,000 to 283,000 votes, decided in favour of a five days' week. Messrs. Brace and Harvey and others strongly dissented, and it is stated many, particularly surfacemen, opposed the resolution, tha adoption of which will go a 'ong way towards breaking iip the federation. The Congress discussed the proposal in the Nationalisation of Mims Bill by which ten commissioners' will ppsess the value of the coal mines, which will be purchased by means of three per cent, coal mines stock, redeemable in twenty years. The Bill enables the Minister of Mines to control distribution.
