CRIMPING.

The House passed the clause in the Navigation Bill dealing with crimping. It limits the engagement of seamen to the Superintendent of Navigation, the Seamen's Inspector, the owner, the master, the mate or the engineer of a vessel. Members on both sides favored strong measures to prohibit the evil, which it is alleged is rampant in Sydney and Melbourne, while it existed to a scandalous extent in Newcastle.
