THE MEMBER FOR EGMONT.
CHANGES IN COUNTY LAND. COrXCIL CHAIRMEN TO BE J'S.P. By Telegraph—Own Correspondent. Wellington, Last Night. Various amendments in the Counties Act are proposed by a Bill introduced in the House of Representatives to-day. A novel provision is that the chairman of a County Council, while he remains in the position, shall be a Justice of the Peace, if he is not the holder of a publican's or &n accommodation license. A special Act is necessary to alter the boundaries of counties, but this is now to be done by the Governor by proclamation, under protective provisions similar to those in the principal Act. The rate to be levied for drainage works may, under the present law, be as high as six farthings in the pound on tne capital value, and it is now proposed to make the maximum one penny in the pound. The provisions regarding rating on a graduated scale are to be repealed, and more explicit clauses substituted.
The writ for the Egmont bv-election reached the Speaker of the Hou<e of ■Representatives to-day, endorsed with a declaration that Mr. C. A. Wilkinson has been elected. The new member will arrive in Wellington on Friday, and be sworn in that afternoon.
