There were eighteen special trains, and forty thousand members of Orange Lodges and others were present. The procession welcoming Sir Edward Carson included a yeomanry escort. Thousands were drilled and afterwards took part in a march past. Facilities are being prepared to enable UlBtermen in England and Scotland to sign the Covenant. MR. CHURCHILL'S SCHEME, i Received 19. 11.10 p.m. * London, September 19. Sir E. Carson, speaking at EnniskSlen, reiterated the Ulstermen's determination to employ force_ if necessary, to resist » policy which the electors of the United Kingdom had not sanctioned. Lord Hugh Cecil stated that Mr. Churchill saw any numb.-r of Home Rule Parliaments just an intemperate person sometimes saw snakes. DOMESTIC ECONOMY. Received 20, 12.10 a.m. London. September lfl. Lord Dunraven, writing to Mr. William O'Brien, says that Home Rule is insepaiably connected with Imperialism. Some provision is necessary for autonomy in the domestic affairs of the Empire's component parts; therefore it is incredible that Ireland can be omitted. He advises dropping the Post Office and Customs from the Bill, as they will only be fruitful of friction. The Bill sliould provide for proportional representation in order to safeguard the minority. He condemns the control of Nationalists by a secret society, whose authority is exercised without a semblance of tolerance or fair play, and expresses the fear that the Irish Parliament will be dominated by it. He adds that the most substantial objections of the opponents of Home Bule will not be dispelled nntil this incubus is removed.
