IMPROVED CONDITIONS. By Cable —Press Association—Copyright. Received 18, 5.5 p.m. New York, September 17. Mr. Howard, the American Commissioner, is investigating the Putumayo rubber outrages. He reports improved conditions. The Indians are now enjoying Jiumane treatment and consequently the rubber production has greatly increased. The wages and food given to workers and the conditions generally are latisfactory.
