Stockmen at Tallangr. la were caught without warning, and have had Heavy tosses. PiIVERS STILL RISING. Received 17. 9.15 p.m. Melbourne, September 17. The rivers are still rising. Two men using a cattle trough were rescued; also two refugees in tree tops in the uoulburn river.
