Crisis In Mexico.

A plot lias been revealed to sack the city on the fifteenth aniversary of Mexican independence. Numerous arrests hare been made. It is alleged that the plot was organised by rebel sympathisers. There have been great disturbances throughout the city, the mob shouting "Vivas Diaz!" and hissing Madero. Riotous scenes occurred in the Chamber. A deputy drew a pistol, fancying that he was insulted by other deputies' remarks. He was with difficulty disarmed. The army is reported to be seriously disaffected. The situation is reported to be similar to that preceding the fall of Diaz. THE EL PASO OUTRAGES. AMERICAN SUBJECTS THREATENED. Received 15, 5.5 p.m. Washington, September 15. Senator Alden Smith, chairman of the Senate Committee enquiring at El Paso into the alleged American activity in fomenting the Mexican revolution reports that so little has been done by the Unitei States to maintain its prestige amongst the Latin-American people that they have ignored American protests. The torture and robbery of American subjects in Mexico is rapidly approaching a crisis. The time is ripe for America to attempt to secure an equitable settlement of the revolution.
