The Women's Social Political Union is raising a fund to inagurate a campaign in Canada to send delegates to negotiate ■with Mr. Borden to grant the franchise. The Union announces that Miss Christabel Pankhurst is living in Paris and declares that she is safe from arrest because her offence is a political one.
