OIL FUEL. Received 11, 10.10 p.m. London. September 11. Shipbuilders are unable to supply vessels, particularly oil-tank vessels, fast enough. Some owners are adapting cargo steamers by fitting cylinders for oil.

Argentine maize freights are now a record for grain rates from the Pacific Coast of North America. They are double those of 1011. Australian tramp steamers are arranging excellent freights. Cargo steamers, not liners, are reaping the chief advantage.

M. Deleasse announces that six battleships will be transferred from Brest to the Mediterranean in the middle of October, giving Lapeyrere eighteen 'battleships and six large cruisers. The newspapers approve of the completion of concentration.
Le Temps says that it may be assumed that the English, Russian and French fleets have mutually agreed on their duties and spheres of action. Russia holding the Baltic is able to prevent a general concentration. Germany holds the North Sea and France's duty is to deal with Austria and Italy.
