THE CZAR'S MEMORANDUM. By Cable—Press Association —Copy-right. Received !>, 11.30 p.m. St. Petersburg, September 9. A naval order deeply regrets the necessity of martial law at Sebastapol. The Czar lias summoned the juivy into new life. The people's representatives have given it confidence, and abundant resources. The Emperor now summons it to do its duty towards the disloyal. No pardon is possible. Fortunately, the seeds of disorder have only attacked a few ships. The Czar thanks those crews wihich have conscientiously done their duty. Correspondents point out the significance of the above, owing to categorical denials of rocent reports of mutinies and the bombarding of land forts. The treaty which has been prolonged for a decade is the treaty of 1831 relating to Hi.
