DEMOCRATS CONFIDENT. By Cable—Press Association—Copyright. Received 7, 1 a.m. New York, September 6. Mr. Byan says that the Vermont elections are highly encouraging to the Democrats. If there are similar divisions in the Republicans' ranks in other States the Democrats would be certain of an overwhelming victory. The supremo issue in the campaign is the tariff question, which both Mr. Taft and Mr. Roosevelt are dodging.
