TIBET'S INDEPENDENCE.
THE BRITISH MEMORANDUM. By Cable—Press Association—Copyright. Received 5, 11.15 p.m. London, September 5. The Daily Mail states that China has not replied to Tibet. When the memorandum was presented, a member of the Chinese Government personally rejected it, but Yuan-Shi-Kai repudiated his action. Pe'kin, September 5. A garbled version of the British Tibetan memorandum caused a virulent Chinese press campaign. One journal characterises the British policy as conceived resting upon fraud and unrighteousness.
