NEW SHIPPING REGULATIONS. By Cable—Press Association—Copyright. Received .3, 11.15 p.m. London, September 5. The Board of Trade regulations, which will come into operation on January 1, provide for foreign-going passenger and cargo vessels being provided with sufficient lifeboat accommodation for all aboard. The number of boat davits depends on the length of the vessel instead of the tonnage. Existing collapsibles must be .replaced by lifeboats. The rule decreasing the boat accommodation where efficient watertight compartments are provided is abrogated, while steps are to be taken to secure efficient boat-' hands.
