The Balkan situation is viewed with disquietude, and doubts are entertained as to whether the Bulgarian Government will be able to withstand the insistent demands for war. A VOLUNTARY AMNESTY. The Turkish Government has undertaken to rebuilt the houses and church at Berana, and to allow Christians to retain arms, until both they and the Albanians are summoned to'give them up.
