Bunan Varilla, tlie negotiator of the sale of the Panama Canal to the United States, believes that if Britain and America concluded a convention whereby the proceeds of the canal tolls should he used exclusively to cover working expenses, interest, and the reimbursement of capital invested, the whole question could be settled. The convention would supplement and explain the llayPauncefote treaty and the Canal Act could be repealed. . BROKEN TREATIES. Received 1, 5.5 p.m. London, August 31. The Daily Mail says that the United States has only one ground for refusing to arbitrate over the Canal namely, that having broken one treaty President Taft and the Senate may insist on their right to break another one. A GERMAN PROTEST. Received 1, 5.6 p.m. Berlin, August 31. The Vossiehe Zeitung furiously attacks President Taft in expectation of his refusal to go to arbitration with Britain, and his disregard of treaties, including bis own arbitration proposals of a few months ago.
