THE REFORM BILL.
BEFORE THE LEGISLATIVE COUNCIL. FURTHER TROUBLE. (By Telegraph—Own Correspondent.) Wellington, Last Nig'ht. Although the Legislative Council Elections Bill passed its second reading today, as reported in'another column in this issue, it is likely to meet with further considerable opposition before the committee stages can be reached. On the motion for the committal of the Bill the Hon. J. D. Ormond to-day announced that he will move as follows: "That all the words after the word 'that' be omitted, with a view of inserting *the Council is of opinion that, having affirmed that the constitution of the Council should be altered from nomination to election, it is inadvisable to proceed further with the Bill until next session, in order that the electors of the Dominion may be given an opportunity of eon- > sidering the proposals for giving effect to the Bill." Jn addition the Hon. Sir Win. Steward has given notice of a series of motions which seek to incorporate in the Bill provisions similar to those in the Commonwealth Act, for avoiding a -deadlock between the two Houses.
