HOME RULE.

THE ULSTER COVENANT. By Cable—Press Association—Copyright. London, August 27. The Protestant churches in Ulster have agreed to a joint service in the Cathedral in connection with the signing of the covenant. The movement is the more remarkable owing to the long-standing differences between the Episcopal and Free churches. OBSTINATE ULSTER. Received 28, 11 p.m. London, August 28. Mr. Barrie, member for Eglinton, says that under the prospective provisional government, Ulster would willingly continue a fair share of all Imperial charges and the maintenance of the army and navy; but no power on earth will compel the Royalists to pay taxes, any portion of which will go to subsidise the rebel elements represented by Messrs. Redmond, Dillon and Co., or the "Molly Maguire's," headed by Joe Devlin. PIRMARY EDUCATION. Received 28, 12.10 a.m. London, August 28. Commissioners of the National Education Commission of Ireland, composed of Protestants and Roman Catholics, were unable to obtain an interview with the Prime Minister or Mr. Birrell in connection with the provision for primary education under the Home Rule Bill. They have communicated a memorandum to the press, showing that the expenses of the department' are increasing automatically. Urgent reform* are long overdue, vet under the Bill the existing position will be a stereotyped normal development. Administration will cease unless the Home Rule Government effect savings in other public departments or impose fresh taxation on the Irish taxpayer.
