ALBANIANS DISPERSING. PROSPECTS OF PEACE. By Cable—Press Association—Oopyrijkt. Received 27, 11.30 p.m. Constantinople, August 27. The official report of the Kochana massacre show's that several officers, a large pi<:j!i.«rtion of the garrison, and three civil officials, actively participated in the killing of the Bulgarians. Litest news from the frontier tends to confirm the statement that the military destroyed eleven villages in the Beltane district. An apparently inspired statement declares that many Albanian tribesmen are dispersing to their homes. They pillaged the. rillc depots at Prizren, Diakova, Spec and Mitrovitzo, and seized altogether :-■ venteen thousand rifles. Albanian opinion in Constantinople is sceptical regarding the participation of the King's men in the alleged massacres at Bielopolch and Sienitza. Th" Governor of Berat telegraphs that the Albanians are dispersing quietly homewards. The vales in all Europea's provinces have been instructed to apply throughout the district the concessions made to the Albanians. There are indications that the same measures arc to be introduced in Anapolia. Cettinje, August 27. Representatives of the great Powers are energetic in their representations to the King and Government in connection with the frontier troubles. The King replied that he would do nothing contrary to the wishes of tlie powers. Montenegro is unaggressive, and is only protecting herself. Turkey's attacks as an independent State he is unable longer to tolerate. The Turkish frontier fortifications are seriously violating integrity and disturbing tlie quiet life of the border. King Nicholas hoped that the Powers would settle the dispute in the interests of order and peace.
