MR. CHURCHILL'S SCHEME CRITICISED. London, August 18. Mr. Winston Churchill's scheme for the regeneration of the navy is beginning to meet with criticism. It is contended that under the proposal junior luval officer* will receive too little pay, anrl will have to rely on private incomes, which men on the lower deck will be unlikely to have. Another objection put forward by Mr. Barnes, M.P. (Labor), is that even when »eamen have obtained commissioned rank they have found difficulties in the ward-room. Some time ago, he points out, 26 commissions in the navy weru given to artisan-engineers, not one of whom was now employed afloat, for tlie simple reason that they could not get on with the other officers in the ward-room.
