In the Senate, Senator Penrose admitted receiving 5000 dollars during 1904 from Archbold, on behalf of the Standard Oil Company, but declared that it was intended for the Republican campaign funds. Roosevelt knew of Archbold's contribution. Penrose alleged that Roosevelt made a .second demand for 30,000 dollars from Avehbold. Senator Culberson seized the opportunity to press his Bill forbidding campaign contributions by corporations. The debate was adjourned. The House adopted the conference's report on the Naval Appropriation Bill, providing for one battleship and a number of auxiliary cruisers and submarines, at a total expenditure of 25,000.000.
