THE ULSTER CONVENTION. RESISTING THE LAW. By Cable.—rross Association.—Copyright Received 22, 9.30 p.m. London, August 22. The Times forecasts that Ulstermen meeting in Belfast on September 28 will enter into a solemn covenant not to acknowledge the Irish Parliament, and not to obey its laws or pay taxes. It is expected that the covenanters will number half a million. There is reason to believe that the leaders will announce a draft of the Constitution they intend to s«t up contingent on the passing of the Home Rule Bill. The Times adds that the stories of an armed rising current in Liberal circles are untrue.
