CANADA'S LOYALTY. By Cable.—Press Association.—Copyright Received 22, 9.15 p.m. Ottawa, August 22. An influential memorial which Mr. Borden and Sir Wilfrid Laurier are preparing at Toronto urges the removal of naval defence from party politics, and asks both parties to confer and give a permanent policy such a form as to secure general adhesion. It adds that if international relations indicate the existence of an urgent situation, Canada should give immediate evidence of its responsibilities in a notable and adequate manner. Canada's motive is not to. render the tension between Britain and any Power acute, hut to show her practical belief that an effective navy implies the preservation of the world's peace, and demonstrates the strength of overseas resources.
