Constantinople, August 21. Hussain Hilmi, Minister for Justice, has resigned. The situation in North Albania is improving, but it is serious on the TurkoMontenegrin frontier. A GERMAN WARNING. Berlin, August 21. Semi-official newspapers warn Montenegro that Europe cannot allow her to stir up war. fighting continues. bomb factory' discovered. autonomy of war. Received 22. 10.30 p.m. Constantinople, August 22. The Ipek troops have relieved Berana. Fighting on the frontier continues. The Albanians at Nuskub arc dispersing. A bomb factory has been discovered in a Bulgarian's house at Kuprili. Determined efforts are being made to exterminate all the Bulgars, and numerous assassinations are reported. The terrorists are well organised. A large meeting at Philoppopolis urged war with Turkey in order to liberate Macedonia. Reuter states that the Bulgarian view is that M. Berchtold's invitation will only help the Albanians, and will not meet the situation. Everywhere in Bulgaria the cry is ascending that the only alternatives are the autonomy of Macedonia or war with Turkey.
