Tiifi Judan Govemirtent expedition, in command of Captain Fox,'endured great hardships for two months, in a chase at Laboenclave after a hundred ' elephant poachers, under the leadership of Rogers, an American, who was charged with infringing the sleeping sickness proclamation. Fox's party unwittingly entered the Belgian Congo, where they came upon the poachers. Rogers fired on the advance guard, wounding four. During the fusillade Rogers was shot in the hip, and subsequently died. Captain Fox apologised to the Belgian Commandant, who arrested Rogers' companions. AMERICAN PROTEST. Received 22, 12.35 a.m. Washington, August 21. The House of Representatives adopted a resolution asking the State Department to secure information with regard to the killing of James Rogers by British soldiers in Africa. Mr. Norris declared that it was an outrage on an American citizen. The British officers had apparently acted on ironclad orders from the British Government.
