President Taft informally discussed with members of the Cabinet the Panama Oanal Bill. No decision wan reached as to whether the President should veto the Bill. President Taft is anxious to secure a legal test regarding the free tolls on American ships. It is understood Cabinet regards the clause as not in conformity with the Hay-rauncofote Treaty. President Taft confers with the leaders of the House and Senate. It is reported he has been informed it is too late to amend the Bill, and that he must veto it unless the Republicans and Democrats agree to a joint solution, showing that the United States has no intention of abrogating the treatv with Britain. Such a resolution would permit foreign countries to test the validity of the Act in the United States COUTts.
