PEACE PROPOSALS.
Received 15, 11.30 p.m. Vicuna, August 15. It is semi-officially announced that M Berchtold, the Foreign Minister, is sounding the Cabinet on the question of Turkey's nationality. He proposes that the Powers should support Turkey's present policy of decentralisation, and adds that the various races in Macedonia should demand such reasonable reforms as will enable Turkey to grant them. It is believed that such a settlement will prepare the way to terminate the Italo-Turkish war. '
