The decision of the tramway conductors to enforce the regulations against footboard' riding and so protect themselves from liability in the case of accidents, is causing much delay and dislocation of traffic. The Department has cautioned several conductors to discontinue the practice. A mass meeting of the Tramway Union has been called to consider the situation.
