There is a continuous' agitation in naval circles to induce the Democratic Party to reverse its decision not to build the battleships of the 1912-33 programme. The Democrats are divided. The Senate has decided to favor two battleships. The House of Representatives has refused and now the Senate offers one battleship. The Democrats are likely to agree.
