BOROUGH COUNCIL.
MONTHLY MEETING, The Borough Council met last evening, the Mayor (Mr. G. W. Browne) presiding. Other members present were: Crs. H. Gilbert. J. T. Mannix, J. Clarke, H. Stocker, W. Ambury, T. Buxton, J. Buttmiore, G. Hartnell, F. Jackson, J. Kibby. OUT OP REVENUE OR LOAN. Considerable discussion ensued over the recommendation of the Works Committee that the borough engineer be authorised to kerb and form the footpaths on the south side of St. Auby» street and Hine street, from Morley street to Cutfield road, at an estimated cost of £59 10s. Cr. Kibby moved, and Cr. Buxtoa seconded, that the clause be deleted from the committee's report, the former holding that the portion of the footpath, on the sea-side of Devon street east which was asphalted for half its width was a more urgent work. ' 1 Cr. Buxton considered that patchwork kerbing and channelling should not be done out of revenue, to the neglect of streets and footpaths. In hii opinion the Council should raise a loa* sufficient to kerb and channel the whole of the'streets in the borough. The Mayor asked Cr. Buxton if he was aware that the borough contained 60 miles of footpaths. _ The latter replied that even if the initial cost might be great, the saving m maintenance would be immense. The recommendation was adopted WATER FOR PETROLEUM WORKS. lne report of a special committee recommended that the New Zealand Oilfields Company, Ltd., be offered a water supply, to commence from the date of their acceptance of the offer, and to be for a period of five years. RAISING A LOAN. It was decided to refer to the Finance Committee, with power to act, a recommendation of the Electric Light ComSteps be taken t0 raiae th « .tUOOO loan already authorised for electric light extensions, the loan to bear interest at 4% per cent., with V, per cent, sinking fund additional.
GENERAL. A report of the proceedings of the Municipal Conference, which recently sat in Wellington, was furnished by tht Mayor, who acted as the Council's delegate. Inspector Tippins reported on the inspection of a number of buildings, and enclosed a list of those who had not complied with his recommendations. The matter was referred to the Mayor with power to act. ' The electrical engineer was authorised to purchase from the General Electrie Company fourteen transformers, at a total cost of £376 Is. It was decided to agree to the transfer by W. A. Hewitt to T. Inglis of hi» lease of lot 11, and subdivision 1 of lot 15, section 1, blk. 3, Ngaere Surrey District, which is a Council reserve. The borough engineer tabled an estimate of the cost (£2O) of adding two small working rooms to the Municipal Salt-water Bathe. It was decided to put the work in hand. According to the borough engineer, the cost of forming a footpath on Carrington road from Shortland street to opposite Mr. Smith's residence, would be £l2. The footpath would only be oh a temporary grade, as the road would require reforming before it was metalled. The path should be on the eastern side. The engineer was authorised to expend up to £5 on the work. A sub-committee was authorised to purchase three horses for U3e by the borough engineer's department.
