By Cable—Press Association—Copyright. Received 11, 5.5 p.m. London, August 10. The dockers at Birkenhead have resumed work. The South Wales Coal-owners have conceded a 6y 4 per cent, increase of wages.
THE STRIKE AS A WEAPON.
Received 11, 5.5 p.m. London, August 10. Mr. Henderson, a member of the House of Commons, addressing the Scottish Miners' Federation at Edinburgh, said that the strike policy had been tried with varying success. It was evident that it might become so popular as to be ineffective. The tendency had been to cry "Strike." The strike weapon should be used with judgment and conimoM sense.
