LORD' ESHER'S VIEWS. By Cable—Press Association—Copyright. Received 9, 9.50 p.m. London, August 7. Lord Esher, in a preface to a lecture on the Committee of Imperial, Defence, delivered at the United Service Institution in March, states that if the functions and potentialities of the committee are clearly grasped, the problem of Imperial defence is not unsolvable. Two conditions are essential: The first is that there should be no concealment of policy or intentions between the British Prime Minister and the Prime Ministers of the Dominions; secondly, that there should be no m:w departure of foreign policy involving Imperial interests taken without the approval of the Dominions. Lord Esher suggests annual or triennial visits of Prime Ministers, with a series of meetings with the. Committee of Defence, the Prime Ministers between conferences to be kept informed either by the British Prime Minister or by the committee's secretaries.
