COASTING VESSELS EXEMPTED. By Cable—Press Association—Copyrigkt, London, August S.
Router's Washington correspondent cables that the Senate, by 44 to 12, exempted coasting vessels from Panama tolls. The vote is interpreted as foreshadowing freedom from tolls for all American vessels, and an indication that the Senate will not agree to arbitration as to whether such action is a breach of the Hay-Pauncefote Treaty. WAR THE FINAL ARBITER. Washington, August 8. During the debate in the Senate on the Panama Bill, Senator Cummins said the question was not one for arbitration. Should diplomacy fail, war must be the filial arbiter. An amendment providing that American-owned vessels built abroad should be entitled to registration in the coastwise trade was defeated. THE SENATE'S CONCLUSIONS. Received 9. 10.10 p.m. Washington, August 0. The Senate has exempted from tolls ocean-going vessels registered in America, provided the owners permit them Lo be used by the United States in war time. New York, August 9. The Evening Post declares that the Senate's vote was a greater disgrace than the naval defeat. The Senate was willing to sell its birthright of good faith and fair dealing for a mess of tolls.
