Seddon, in the distribution of important public documents. The Financial Statement was sent 'by post under cover to the postmasters a"t various centres, to be "released" by telegram when, the I'rinie Minister rose in the House to deliver it. This year the Statement, of which we publish a digest elsewhere, ran into iO.lini) ivords, and it may easily be imagined what a relief the delivery of this imposing document in concrete form has been to the newspapers and to the telegraph department, which otherwise would have had to handle it at no inconsiderable cost to the country. With our contemporaries we have to express our thanks to the Clovernlnent for this sensible and economical departure from custom. So far as the press is concerned, of course, it is only a matter of convenience, for public documents of this character are telegraphed to the newspapers free of charge.
