A SENATOR TAL PROTEST, / By Cable—Press Association—Copyright. New York, August 1. Senator Lerov Percy opposes the Panama Bill. He declares it is in direct opposition to the. Hay-Paunce-fote Treaty, and a blow to the national honor of the United States. The United States are too great to stoop to the practices embodied in the measure, which are entirely unworthy of the nation. He hopes they will never become law. OPENING POSTPONED. . Washington, August 1. I. nless Congress this session provides for the operation of the Canal, President Taft and Mr. Stimson believe that it will be impossible for the engineers to keep their promi-s-e to open the Cabal to ships next year.
Mr. Whitehouse says the prospect of action this session is growing dimmer. Mr. Taft may send a special message to Congress.
