Colonel Allen Bell said he regretted very much the remarks of General Godlcy regarding senior cadets and whool-tea,cher otlieers. Tn his professional enthusiasm General Godley had evidently forgotten the great underlying principle of the military training movement, which was not only the art of war, bill, the development of ideals which made for the elevation of the national character. On the permanent staff of the Xew Zealand defence force were men who were known to be hopelessly incapable either of imparting military instruction or developing high ideal?, while other capable men on the stuff were passed over in promotion, lie advocated the abolition of paid army class instructors and military pomp and h;imbug and the substitution of a citizen army, where men would have an equal chance to rise.
