THE GOVERNMENT'S DUTIES. "A DARK HORSE." By Cable—Press Association—Copyright. Received 22, 10.30 p.m. London, July 22. [Mr. Asquith, replying to a deputation at Birkenhead, said that the Government's Parliamentary duties would not be completed until, by the extension of the franchise, simplification of registration, proper distribution of political power, ami reconstruction of the Second Chamber, they had a machine adapted for the work of a democratic government. Mr. Iveir Hardie, speaking at Newton Abbot, said that he believed that therfe was turmoil in the Cabinet relative to the disposal of the surplus, -which was not unlikely to give the Labor Party a new leader and a new following. Asked whether he meant Mr. Lloyd George, he replied: "Better allow the leader to remain a dark horse."
