House of Commons Mr. Chamberlain, in the second reading'debate on the Finance Bill, contended that the Treasury had become one of the biggest spending departments in the State. Every increase in the revenue was absorbed, and as fast as surpluses were obtained they were mortgaged in advance. Mr. McKenna defended Mr. Lloyd George's policy, especially in reference to the (iy 2 million surplus. The debate was adjourned until Wednesday'.
